2009 Micro Class World Championship will be organized by Moscow Sailing Federation, Association boat Micro Class –“microclass.ru”, Russian  Yachting Federation under the authority of the International Micro Cupper Class Association (IMCCA).

The venue will be Moscow Sailing School  and the waters of Pirogovo Reservoir

 

NOTICE OF RACE

1 RULES

1.1 The event shall be governed by the rules as defined in The Racing Rules of Sailing 2009-2012.

1.2 The Micro Class Rules, Edition 2009-2012 and IMCCA Regulation A shall apply.

1.3 No national authority prescriptions concerning racing will apply.

2 ADVERTISING

2.1 The regatta shall be classified as a Category C Event in accordance with ISAF Regulation 20.

2.2 Boats may be required to display advertising chosen and supplied by the organizing authority.

3 ELIGIBILITY AND ENTRY

3.1 ISAF eligibility according to ISAF Regulation 19 is required for all competitors.

3.2 Each competitor shall be a member of his/her Member National Authority or one of its affiliated organizations.

3.3 Entries on the official Entry Form with required entry fees must reach the organizing authority no later than 09 August 2009.

3.4 Preliminary entry forms shall be sent to microcup@microclass.ru 
Entries will be accepted only, if the official entry form is used and the entry fee is paid at the same time.

3.5 The entry fee will be as follows:   €100 per boat,  paid at registration 
The entry fee includes: launching, berthing, free access and parking (one car per boat) for the competitors, two social events, souvenirs, if any.

3.6 No entry fees are refundable even if the entry is cancelled later.

4 ON-SITE REGISTRATION

4.1 Each competitor shall complete an on-site registration form at the Race Office from August 08 — 10 2009, 09:00 to 18:00. Competitors not registered within this period will not be allowed to participate in the regatta.

4.2 The following documents shall be presented at registration:

 Third part liability insurance with a minimum coverage of €1.500.000 per boat per event or the equivalent.

Valid VFPS  Individual Membership Card  (Russian  sailors only) presented by each competitor.

5 SCHEDULE

5.1 Twelve races including Long Distance Race are scheduled.

5.2 The schedule of the event  is as follows:

         08 — 10 August,  09:00 – 18:00 Registration and Measurement

         10 August,  12:00 Practice Race; 19:00 Opening Ceremony

         11-13 August, 12:00 Races

         14  August  11:00 Long Distance Race

         15-16  August  12:00 Races

         16  August  19:00 Prize Giving Ceremony

5.3 On the 16  August  no warning signal will be made after 14:00.

6 SAILING INSTRUCTIONS

Sailing Instructions will be available after completion of on-site registration.

7 MEASUREMENT

7.1 All boats, sails, rigging and crews shall be presented for measurement according to the measurement schedule at the venue.

7.2 A valid International Micro-Cupper Class measurement certificate shall be presented for each boat.  Boats failing to present a measurement certificate shall  pay an administration fee €25.

7.3 Boats may be measured at any time for compliance with the class rules.

7.4 No more than one set of sails, including two headsails, Storm Jib shall be presented for equipment inspection. 

7.5 Nationality letters and sail numbers and are required on both main and spinnaker sails.

8 COURSES AND COMPETITION FORMAT

The courses will be detailed by the sailing instructions.

9 PENALTY SYSTEM

9.1 Rules 44.1 and 44.2 are changed so that only one turn including one tack and one gybe, is required.

9.2 Decisions of the international jury will be final in accordance with rule 70.4.

10 SCORING

10.1 Three races are required to be completed to constitute a regatta.

10.2 a) When three or less races have been completed, a boat’s series score shall be the total of her race scores.

b) When four to eight races have been completed, a boat’s series score shall be the total of her race scores excluding her worst score

c) When nine or more races have been completed, a boat’s series score shall be the total of her race scores excluding her two worst scores.

10.3 Tie breaking — as per Class Regulation A

11 SUPPORT BOATS

11.1 Support boats shall be registered.  At registration a motorboat driving license recognized by a state authority for the designated driver and an original insurance certificate for the boat shall be presented.  The boat shall be insured with valid third party liability insurance with a minimum coverage of €500,000 per event or equivalent.

11.2 Each support boat shall either fly a flag of minimum size 40 cm x 50 cm displaying its national letters in black on a white background or display its national letters in black on a white background on a cover over the outboard engine.

12 RIGHT TO USE NAME AND LIKENESS

By participating in 2009 Micro Class World Championship a competitor automatically grants to the organizing authority and its sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of him or her during the period of the competition without compensation.

13 RADIO COMMUNICATION

While on the water, a boat shall not carry equipment capable of making radio transmissions or receiving radio communications, except for equipment provided or permitted by the organizing authority.

14 PRIZES

Prizes shall be given as follows:

14.1 There shall be one official 2009 World Championship Title in accordance with Class Rules.

14.2 General winner of the Championship shall be declared the Micro Class 2009 World Champion.

14.3 Medals gold, silver and bronze shall be awarded to first, second and third overall finishers in general.

14.3 Prizes will be given to the boats ranked first, second and third in the regatta in Racer,

Cruiser Divisions, and national  Divisions Touring.

 

14.4  Prizes will be given to the boats ranked first, second and third in the regatta in Women’s  and Juniors crews (up to 21 years old the year of Championship) .

 

14.5   Prizes may be reduced to 1st and 2nd if there are less than 6 in the division or group, and only 1st if there are less than 4 competitors in the division or group

15 DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk.  See rule 4, Decision to Race.  The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
